Energy Performance Certificate (EPC)


What is an Energy Performance Certificate?

An EPC is a document that shows the energy efficiency of a building. The main focus of the certificate is the amount of CO2 which is estimated to be released from the building. The rate of CO2 emission is shown in a banding from A to G with A being the least polluting. The certificate also gives a rating for the property and shows its environmental impact on a scale from A to G also with A being most efficient. The certificate also recommends ways to improve the energy performance of the property, reduce bills and emissions. The cost of the measures recommended distinguishes between those that cost under £50 to those that could cost thousands.

A certificate once carried out is valid for 10 years and must be displayed within the property. A suitable location is beside the central heating boiler or within the meter cupboard.


 

When are EPC's being introduced?

In Scotland EPC’s will be required as follows:

MAY 2007- construction of new properties

1 DEC 2008- introduced with the new Home Report for marketed sales

4 JAN 2009- all properties marketed for sale or rent

( including those marketed before 1 Dec 2008 and not requiring a Home Report).

Existing tenancies will not be affected.

 


 

Why do we have to have an EPC?

They are required now by EU law under the Energy Performance of Buildings Directive ( EPBD). Each member state of the EU is responsible for implementing the directive. The Scottish Building Standards (SBS) division of the Scottish Government is responsible for its implementation throughout Scotland.

The SBS has entered into an agreement with several professional organisations to provide training for energy assessors to produce the EPC’s.

Chartered Institute of Housing

Royal Institute of Chartered Surveyors

Chartered Institute of Building Services Engineers

Energy Institute

Heating and Ventilation Contractors Association
